RFD Account Verification by Parcelforce Firearms Account Team

Dear GTA Member

If you hold a Parcelforce RFD account, you may already have received the email below. If you haven’t, or if you have any concerns, please note that this broadcast confirms that the email is genuine.

As a carrier of firearms, Parcelforce is required to ensure that its RFD account holder details are accurate and up-to-date.

It is the responsibility of any RFD to keep certificates current. It is therefore reasonable for Parcelforce to carry out similar checks.

From the Parcelforce Firearms Account Team:

Just a very quick update for you as we do not have any further information at present, but, to confirm that the firearm account holders will now start to be contacted by our colleagues gradually, looking to obtain basic information from them, to carry out account related checks, to check that the information we hold on file remains current and correct to aid the migration process whereby we will soon be moving their accounts over to a better solution as part of our merge with Royal Mail to become one complete unified network.

Calls specifically relating to migration will be genuine. Please assure your members of this as, we have received a number of calls from members quite rightly asking if the calls are from a genuine source and they have been.

Please note that we are not privy to any further information at this time other than the above so are therefore unable to provide any comment on migration based beyond the above update.

Have your say on Firearms Licensing Performance in England and Wales

In recent weeks, His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) has engaged with trade and shooting organisations, including the GTA, to review the status of six Firearms Licensing Departments in England and Wales. This review is a police-led initiative and is NOT related to the lead ban or the forthcoming Home Office Sections 1 & 2 consultation.

At the end of last week, HMICFRS contacted GTA inviting comments from our member RFDs. The attached letter provides details of this review as well as a link to the survey. Participation in the survey is entirely voluntary, but it offers an important opportunity to share your experiences directly with HMICFRS.

This is an important document for the trade and particularly for GTA members who are Registered Firearms Dealers (RFDs). The Home Office has asked us to share the attached document with you and invite your feedback on any improvements you believe should be made.

Update on Home Office Consultation

I am writing to update you on the work the GTA is doing to prepare for the Home Office’s forthcoming Firearms Consultation.

While we are still awaiting an official publication date for the Consultation, we have been assured that it will be published this side of Christmas and will be open for submissions for ten weeks.

Over the past few days, I have been in discussions with the British Shooting Sports Council (BSSC) in a bid to put in place the structures and resources to enable the gun trade to speak with a single voice in harmony with shooting lobbies such as BASC, CPSA, the Countryside Alliance, the Game & Wildlife Conservation Trust and others. We are being supported in our efforts by the Shooting Industry Fund. There was also a meeting with the new Policing Minister yesterday. I will be sitting down with Home Office officials in Whitehall later this month.

In the very near future, we will be publishing the results of our trade survey. This research will reveal the effects harmonisation of Sections 1 & 2 could be expected to have on the trade, its customers and beyond.

Right now, however, I counsel patience.

There is little any of us can do until we see the precise measures proposed in the Consultation. At that point, the GTA will be pulling together its own comprehensive submission addressing the key challenges facing the trade and arguing our case.

The GTA will also be moving swiftly to give you the tools to submit your views to the Home Office. It is vital that as many GTA members as possible put in submissions. There is force in numbers and the Home Office is duty bound to consider each and every submission made.

In terms of petitions and letters to Parliament, these are best kept until the Home Office issues a formal Government Response early next year.  If there is a recommendation to proceed to legislate on the harmonisation of Sections 1 & 2, then we will move immediately into full national campaign mode. The lobbying of Parliament will form part of that campaign.

I know many of you feel intensely concerned at this time. Of course, you are free to write to your local MP to express that concern. However, I would stress that, as a trade, we will only be able to defend our businesses successfully if we work together at all levels. Above all else, we need to remain cool-headed.

It is the GTA’s job to defend and promote the trade. We are here to serve you. For that reason, we’ll be issuing a Special Edition of our newspaper, Gun Trade Insider, later this month explaining everything you need to know about this Consultation, the many steps between a consultation and a parliamentary bill entering the Statute Book and the part you can play at each and every stage of the process.

This is a marathon rather than a sprint. Any legislation is many months, if not years away. Our first goal now is to stop any Sections 1&2 proposal dead in its tracks at the earliest possible opportunity. The first opportunity comes with the publication of the Consultation.

Government Proposal to Merge Section 1 and Section 2 Firearms Licensing

The UK Government has now confirmed its intention to converge Section 1 (rifles) and Section 2 (shotguns) under a single licensing system. This proposal is no longer speculation — it is officially on the table and will now proceed to consultation.

This change, if implemented, would represent one of the most significant and damaging shifts to the trade, to shooting and countryside industries in decades.

Under the proposal, anyone wishing to own or use a shotgun — whether for work, sport, or recreation — would be required to go through the same application process as a rifle owner. This process is already widely recognised as overstretched, inconsistent, and under-resourced. Adding hundreds of thousands of additional shotgun owners into that system would create unmanageable delays, higher costs, and greater administrative burden for both certificate holders and the police.

For the gun trade, the impact could be devastating:

Dealers and retailers dependent on shotgun sales would face significant drops in business.

Customers would be discouraged by extended waiting times and increasing bureaucracy.

Shooting grounds and sporting estates could see declining participation and membership.

Rural communities — which depend heavily on the countryside economy — would suffer most.

This proposal risks undermining the very sectors the Government has repeatedly pledged to support and “level up.”

The justification being presented is “public safety.” Yet no evidence has been provided to show that licensed firearms or shotguns pose any threat to public safety. In fact, crime involving legally held firearms remains at historically low levels, while the real challenge lies in areas such as knife crime and illegally held weapons. The UK’s current licensing system is already regarded internationally as one of the most stringent and effective in the world.

This proposal does not improve safety — it penalises law-abiding certificate holders and threatens the livelihoods of thousands working in and around the shooting sports sector.

The upcoming consultation will be critical. If our industry remains silent, we risk losing not only business, but an important part of our heritage, community, and way of life.

Together, we must ensure the voice of the trade is heard — clearly and loudly.

The GTA will be publishing research shortly on the likely impact of these measures on the trade.

We will be fighting convergence of Sections 1 & 2 tooth and nail on your behalf.
