Please be advised that the Defence Training Estate has announced, via the National Rifle Association, that with immediate effect (September 2026), all 6.5 mm ammunition types, including 6.5 mm Creedmoor, and.338 Lapua Magnum ammunition are now authorised for use on military ranges.

Registered Firearms Dealers (RFDs) may wish to take this announcement into account when planning future stock levels and are encouraged to pass this information on to their customers.

Former GTA Director John Batley

It is with great sadness that we announce the death of John Batley on Tuesday, 1 September 2026.

John was director of the GTA between 1997 and 2018 and dedicated much of his life and career to shooting.

His funeral will take place at Saint Bartholomew‘s Church, Much Marcle, HR8 2LY, at 1 pm on Wednesday 23 September.

GTA RESPONDS TO HMICFRS REPORT ON FIREARMS LICENSING

Last Friday, His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) published its long-awaited report Firearms licensing: An inspection of firearms licensing across police forces in England and Wales.

While the GTA welcomes HMICFRS’ central recommendation to create a “single firearms licensing authority for England and Wales”, it believes some of the report’s 23 recommendations overlap with work already under way or with developments begun since the inspection was conducted. Furthermore, in most cases, the recommendations made lack evidential support. They are expressions of opinion rather than of facts.

With caution and subject to detailed issue-by-issue consideration, the GTA offers its conditional support for the rollout of the new National Firearms Licensing Portal (NFLP) after a comprehensive consultation with stakeholders. It also supports the full inclusion/integration of Police Scotland data into national firearms licensing performance data as well as within the new national firearms licensing operating framework. In particular, we are pleased to see the inclusion of functionality for RFDs mentioned within this section of the report.

The GTA is frustrated to see HMICFRS resurrecting the discredited idea of an alignment of Section 1 and Section 2 firearms licensing. This was a proposal roundly rejected by Parliamentarians early in the year. GTA’s own research suggests such an alignment would have a calamitous impact on the trade and shooting more generally. We have staunchly opposed any such ill-judged measure and will continue to do so.

Other measures that might be expected to have a negative impact on the trade include mandatory assessment for competence for shotgun applicants, costly and time-consuming in-person medical assessments, restrictions placed on visitor permits, a further tightening of guidance and its enforcement on a statutory basis. The UK is already acknowledged to have some of the strictest firearms licensing in the world. There is no evidence presented in the report to demonstrate that these measures would enhance public safety sufficiently to justify their likely impact on the trade and legitimate firearms users.

If the creation of a firearms licensing tribunal could help bring an end to lengthy and expensive court proceedings, then such a tribunal would be welcome. However, we would expect to see the trade represented on that panel along with other key expert stakeholders.

The most effective way to reform England and Wales’ broken firearms licensing system is for the Home Secretary to take forward HMICFRS’ central recommendation for a national firearms licensing agency. The GTA looks forward to playing its part in the design and delivery of such an agency.

Combined BSSC, HO, CoP moderator guidance

You may recall that our last moderator broadcast included guidance on both trade and user matters and referenced a meeting with the Home Office that took place last Friday.

That meeting has now concluded, and the new document above consolidates the two previous documents, together with several additional points raised by both the Home Office and the College of Policing. In the GTAs view, the guidance has become somewhat more complex as matters have progressed; however, there are several important points that those involved in the trade should be aware of:

Sound moderators are no longer required to be listed on applications for visitors’ permits. In Scotland, sound moderators for firearms are deregulated. However, sound moderators for air weapons remain subject to Scottish licensing controls under the Air Weapons and Licensing (Scotland) Act 2015. Moderator variations submitted to the Police before 29 June 2026 should no longer be processed, and police forces should consider refunding any fee that has been paid. Moderator transactions completed by Registered Firearms Dealers (RFDs) before 29 June 2026 must still be recorded. Historic moderator record-keeping maintained before 29th June 2026 should be retained. Understanding the new possession offence: This is one of the areas causing the greatest confusion nationally. The offence is not intended to criminalise lawful shooters or create unnecessary administrative burdens. Rather, its purpose is to target individuals who possess sound moderators in circumstances connected with the unlawful possession of firearms. Paragraph 1(4), Section 9 (Exemption for Auctioneers, Carriers and Warehousemen): The Section 9 exemption for auctioneers, carriers and warehousemen extends to relevant accessories including moderators. Section 44 and Schedule 5 apply in England, Wales and Scotland. They do not extend to Northern Ireland, where separate firearms legislation applies.

Please take the time to familiarise yourself with these points, as they may affect how future trade transactions and enquiries are handled.

Security and the shipping of firearms

You may recall that the transition from the old Parcelforce HDMO software to the Click & Drop system was not without its challenges over the last six months. Since then, a significant amount of work has been undertaken by both the GTA and the Parcelforce Firearms Team to improve the situation and address the issues encountered during the implementation.

One of the unfortunate consequences of this transition was the misplacement of a number of firearms in transit. While I understand that all firearms were ultimately recovered, such incidents carry serious implications, including potential risks to public safety, additional costs for businesses, operational difficulties for the trade, and increased scrutiny and engagement with the police.

Following the recent incidents involving misplaced firearms in transit, Parcelforce, the GTA, the British Shooting Sports Council (BSSC), the College of Policing and the National Crime Agency (NCA) have worked together to identify other areas where improvements could be made. One of the key areas identified was the labelling and packaging of firearms during transportation.

Poor packaging can result in a firearm shifting during transit, damaging both the firearm and its packaging, and in some cases leading to the item being lost. Similarly, the use of recycled packaging with old labels still attached can result in firearms being delivered to the wrong address, increasing the risk of them being mislaid or, in the worst-case scenario, falling into the wrong hands. The operational, financial, and reputational consequences of such incidents are well understood across the firearms trade.

To help minimise these risks, the GTA, with support from the BSSC and Parcelforce, has developed a short presentation providing a friendly reminder of the importance of effective labelling and packaging procedures. This presentation has now been incorporated into the GTA RFD training programme, published on the Parcelforce website (Information for customers sending firearms | Parcelforce Worldwide) and will also be published shortly in Gun Trade Insider, the GTA in-house journal.

Update on Moderators

The Crime and Policing Act 2026 has now come into force, introducing a significant and welcome change to the law concerning sound moderators. However, the GTA has intentionally delayed its initial announcement, as further guidance from the Home Office had been promised. At the time of writing, this guidance has yet to be issued.

Previously, a sound moderator capable of being fitted to a firearm required a firearm certificate which had to be specifically authorised. The new legislation removes sound moderators and flash hiders from the legal definition of a firearm, thereby removing an unnecessary administrative burden on both certificate holders and police firearms licensing departments, while maintaining the existing controls over the possession of firearms themselves. For existing certificate holders, there is nothing that needs to be done. If your firearm certificate already includes authority for one or more sound moderators, those entries will remain until your next renewal. At renewal, police forces will cease recording moderators as separate authorities, and the existing entries will naturally fall away without any action being required on your part. It will also benefit RFDs by removing the need to keep a record of transactions. To ensure Section 1 moderators are held lawfully only by those with a legitimate purpose and who have been subject to full suitability checks to possess a firearm. Subsection 44(2) adds a new section 2A to the Firearms Act 1968 creates a summary only offence of possessing a relevant accessory without having a valid firearm certificate. As with primers and powders, RFDs therefore must ensure the buyer has a valid FAC prior to the sale taking place.

Moderators for air weapons and shotguns can already be held without the need for a certificate and that will continue to be the case. These measures extend and apply to England and Wales and Scotland.

The GTA, working with the British Shooting Sports Council, has consistently argued that sound moderators are vital safety devices and should not be subject to legislative control, making this a small but nonetheless positive step forward.

GTA CHALLENGES POLICE IN BEDFORDSHIRE, CAMBRIDGESHIRE, HERTFORDSHIRE

A recent announcement by Bedfordshire Cambridgeshire & Hertfordshire (BCH) Firearms Licensing that it would be prioritising renewals over grants has led the GTA to intervene directly on behalf of its members in the region. On 15 June, a meeting was held in Cambridgeshire between the GTA and the leadership team of BCH Firearms Licensing. A representative from the College of Policing was also present. BCH remains by far the country’s worst performing firearms licensing authority.

This meeting had been called at GTA’s insistence to discuss the financial impact of current firearms licensing performance on RFD businesses in the BCH area and seek solutions. We presented evidence during the 90-minute meeting from businesses across the region where a drop in trade, lengthy delay in grants and renewals, soaring demand for gun storage, confusion around the issuance of temporary permits were all hitting the bottom line hard. Critically, we also raised the significant business cost of the police prioritising renewals over grants and were assured this was no longer a policy.

An apology was offered by the police and assurances given that new management was now in place and things were beginning to change, albeit slowly.

We agreed the following joint actions:

To publish a dedicated feature in the GTA’s in-house journal Gun Trade Insider To co-host an open dealers’ meeting at BCH HQ in the autumn To issue a joint BCH/GTA plan of action following publication of His Majesty’s Inspectorate of Constabularies report on firearms licensing (publication expected in August) To co-opt GTA onto the BCH Independent Advisory Group After the meeting, we received a formal written response from Chief Superintendent Jon Roche who leads BCH Firearms Licensing detailing his department’s progress and setting out his unit’s future agenda.

We are now working constructively with BCH to support the implementation of this agenda. A number of the issues we raised at the meeting will require further attention but members in the BCH region can be assured that the door is now firmly open.

I would like to express my gratitude to GTA members in the BCH region for sharing their experiences with us and providing real-life evidence for this meeting.

Circular 001/2026: Firearms (Variation of Fees) Order 2026

This broadcast provides you with the highlights only of the new firearms licensing fees which will come into force on 4 June 2026 under the Firearms (Variation of Fees) Order 2026. For the full details please visit the Government website at Circular 001/2026: Firearms (Variation of Fees) order 2026 – GOV.UK The 2026 Order amends various sections of the Firearms (Amendment) Act 1988, to increase the fees charged by the police in respect of the grant or renewal of firearm and shotgun certificates (including coterminous grant and renewal), variation of firearm certificates, replacement of lost or destroyed certificates, registration as a firearms dealer and the grant of visitors’ permits.

From 4 June 2026, the new fees will be:

For coterminous grant or renewal applications there are four scenarios where the new fees apply. In all situations the fee is calculated using the fee for the firearms grant or renewal plus an additional amount for the shotgun grant or renewal. The scenarios are explained in more detail below:

  • when an applicant is granted a shotgun certificate at the same time as being granted a firearms certificate, the total fee payable will be £208. The fee for the grant of a firearm certificate will be £204 and the fee for the grant of a shotgun certificate will be £4;
  • when an applicant is granted a shotgun certificate at the same time as renewing a firearm certificate, the total fee payable will be £208. The fee for the renewal of a firearm certificate will be £135 and the fee for the grant of a shotgun certificate will be £73;
  • when an applicant is renewing a shotgun certificate at the same time as being granted a firearm certificate, the total fee payable will be £208. The fee for the grant of a firearm certificate will be £204 and the fee for the renewal of a shotgun certificate will be £4; and
  • when an applicant is renewing a shotgun certificate at the same time as renewing a firearms certificate, the total fee payable will be £160. The fee for a renewal of a firearm certificate will be £135 and the fee for the renewal of a shotgun certificate will be £25.

Firearms licensing applications received by the police on or after 4 June 2026 will incur the new fee. If an application and related payment has been received by the police on or before 3 June 2026, the police will honour the fee that has been paid. Applications to renew firearm and shotgun certificates should continue to be made within the usual timescales (please check the police force website for this information). Applicants should not apply ‘extra early’ in order to avoid paying the new fees. In these cases, the police may return applications and request that the new fee is paid. The National Police Chiefs’ Council has advised that most forces accept renewals up to four months before expiry date.

Police forces need to update related guidance and websites to reflect the new fees to be charged.

The fees charged by the Home Office or the Scottish Government in respect of Section 5 authorities, shooting club approvals and museum licences are not affected by the 2026 order and remain unchanged at present.

PARCELFORCE DIRECT DEBIT MANDATE AND NI SHIPMENTS

Parcelforce Direct Debit Mandate Through recent communications with some of our smaller members, it has become apparent that certain direct debit mandates set up under the old HDMO system may not have transferred to the new Click & Drop system.

This issue has only just come to my attention. I do not recall Parcelforce highlighting it during the transition period. At this stage, I am unsure how widespread it may be. My understanding is that it is more likely to affect smaller Parcelforce customers rather than those shipping high volumes. To avoid any unexpected large invoices or the risk of your account being placed on stop, please ensure that your direct debit mandates are correctly set up and up-todate.

Below is the contact email to verify your DD mandate and to request an EDD if necessary. You will need your business name and account number to proceed.

parcelforce.onenetwork@parcelforce.co.uk Northern Ireland Shipments For GTA members who only ship small quantities of firearms to Northern Ireland, the Click & Drop system provides a convenient way to arrange these shipments. When placing an order and entering a Northern Ireland address, the software will recognise the postcode and prompt you to provide the required customs and excise information, as shown in the image below.

The information required is the same as under the previous HDMO system. As part of your preparation, please ensure you have the following to hand:

Fraudulent Suffolk RFD certificate

I would like to bring to your attention a fraudulent Suffolk RFD certificate currently in circulation and being used by criminals to obtain illicit funds.

A Suffolk RFD (GTA member) has recently been approached by genuine gun owners from different parts of the country. In both cases, the owners had listed firearms for sale online and were contacted by a suspicious individual claiming to be an RFD operating from an address close to the legitimate member’s premises.

Both sellers became concerned and contacted the legitimate Suffolk RFD to verify the caller’s authenticity.

The fraudulent certificate lists the address as Saxtead, Woodbridge, Suffolk, IP13 9QD. While the address is accurate, the RFD at that location has retired and ceased trading. The name shown on the certificate is false. In both incidents, the sellers became suspicious when the fraudulent buyer insisted on arranging courier collection directly from them, rather than using an RFD‑to‑RFD transfer.

The legitimate RFD notified Suffolk Police immediately after the first enquiry and the police have confirmed that the certificate is fraudulent. The offenders are attempting to use “certified cheques” as their method of payment.

Both Suffolk Police and the Metropolitan Police have asked the GTA to share this information with members to help raise awareness within the trade. The GTA has referred this matter to the NCA, and both Suffolk and the Metropolitan Police are treating it as an active investigation, therefore if you have any further information please contact those forces.

Thank you to everyone who has continued to email us and share your experiences throughout the Parcelforce transition.

 We are beginning to see some light at the end of the tunnel, although it is still very early days. The persistent time and effort that members have invested, both on the phone and in working through software issues, now appear to be delivering some positive local outcomes. Our letter to Parcelforce senior executives has also prompted an initial response. In addition, as highlighted in our latest attachment, Parcelforce has now launched a dedicated webpage for RFDs sending firearms.

INTRODUCTION

One of the benefits of being a GTA member is the ability to share information across the association. Last week, two members forwarded the following details to the GTA, and I would like to pass them on, in the hope that they help you navigate the challenging transition to “Click & Drop.”

“Downloading your address book from WDMO” has been kindly to shared by one of our members, but I have been unable to test it. Therefore, as the GTA I can offer no guarantees that it will work for everyone and therefore you many have to enter your addresses manually.

If you need to Export/Download your address book from WDMO and import it into, Click and Drop, open your address book on WDMO, when you log in to WDMO you would see ‘Addresses’ at the top, click on it and it will open a contact, at the bottom you would see ‘Export’ click on that and it would download your address book as a csv file.

To import an address book:

To import an address book into Click and Drop, you will need a spreadsheet of your names and addresses you wish to import to begin with. The data needs to be separated into different fields (i.e.

Address line 1 in one column, Address line 2 in another column, City in a third column and so on). You can also separate the data by Comma/Semicolon/Tab/Pipe for some file types.

  • On your spreadsheet, add a new column (or data field) titled ‘Address Book Reference’. In this column, give every name/address entry a unique referencethis could be a name, a number, store ID or whatever you choose, and save.
  • On Click and Drop, go to Orders > Import.
  • In Step 1, select ‘Upload a file’, find the file you wish to upload, and ‘Upload file’.

ADDRESS BOOK

In Step 2 – choose your trading name, name format and any other options relevant to your file format.

Important: there is a box for ‘Use address book references’, please leave this unticked.

In Step 3 – you will see the columns on your spreadsheet. You need to match these up to the relevant fields on Click and Drop, so we know where to put the information in that column. On the black bar above each column, please go into the drop-down list and choose the relevant field for this information, so for example in the column for the first line of the address, in the drop-down options choose ‘Address line 1’, for the City column choose ‘City’

and so on.

Once you have mapped all the columns, press ‘Import orders. It will then give a message to say how many are successfully created and if there are any errors. For any errors you will need to correct these and re-import them.

If you then go to Orders > Address Book, you should see that the addresses have been added to your address book with the reference you gave. If you have lots of addresses you can use the black bar at the top of the page to filter by name, address or reference, and just show the entry for that person/address. This process will have created orders in your Click and Drop account, if you go to your Orders overview, you can select the orders and choose ‘Delete’ in the options, and follow the steps to delete them:

To Create An Order

To create an order, you would go to Orders > Address, locate the name/address to send to, and press ‘Create order’ next to the address and it show the order creation screen with the details prefilled for you.

Alternatively, if you go to Orders > Create Order, there is a box titled ‘Search for an address book entry or a UK address’. You can use the address reference you gave in here to search with, so here I have searched with the reference I gave, and there is an entry in the search results next to a book symbol:

You would select this, and it would pull through the details from your Address Book. You can also import a spreadsheet using the Address book reference in place of the name and address. To do this, you would follow the steps for importing above, then in Step 2 tick ‘Use address book references’, and map this in.

Information for customers sending firearms | Parcelforce Worldwide You will find details on this page to support you in sending section 1 and 2 firearms and low-powered airguns, imitation firearms, de-activated guns, antique firearms, paintball guns and inert projectiles not prohibited by Sect 5 of the Firearms Act 1968.

The page states the following – You must obtain written approval from Parcelforce Worldwide prior to sending – in other words, you must have an account.

CONCURRENCE

The following points must be adhered to when sending FIREARMS:

  • Product: Customers must use the dedicated expressAMF and expressAMF Weekend products on Click & Drop for all shipments listed above. These products are mandatory for sending firearms and related items, as outlined in your Price Confirmation Letter.
  • Registered Dealers: Collections and deliveries of Section 1 and Section 2 firearms will only be accepted where both the sender and recipient are Registered Firearms Dealers (RFDs).
  • Delivery Attempts: All firearms items listed above can only be delivered to the specified address. If delivery cannot be completed on the first attempt, we will automatically attempt delivery on the next working day. After this, undelivered items will be held at the local depot for 18 days before being returned to the sender.
  • Export/Import Restrictions: All types of firearms and guns, including component parts, are prohibited for export and/or import outside the United Kingdom of Great Britain & Northern Ireland. (includes Isle of Man)
  • Extended Delivery Times: Items sent on expressAMF and expressAMF Weekend to certain postcodes may have extended delivery times. You can check these
  • Labelling: All items sent on expressAMF and expressAMF Weekend must be clearly labelled with ‘Do not fly’.
  • Security: The sender must affix all labels to parcels prior to collection by the Parcelforce Worldwide driver.
  • Secure Loading Area: The sending customer should provide a secure area for the driver to park and load the van (e.g., a locked car park or rear premises area), preferably covered by CCTV.

  • Packaging: Items must not be identifiable from external packaging. Packaging must be suitable for labels to adhere correctly. Please see our packaging guidelines.
  • Removable Cylinders: Air weapons with a removable pressurised gas cylinder attached are prohibited. Cylinders must be removed prior to transit and must not be shipped pressurised.
  • Insurance: Customers are strongly advised to have their own Goods in Transit insurance policy. In addition, enhanced compensation options of £750, £1,000, and £2,500 are available when using the expressAMF service.
  • Firearms Certificate: A contract can only operate while the Parcelforce Worldwide holds a valid Firearms Certificate (RFD) from the customer. It is your responsibility to update Parcelforce Worldwide with any licence renewals.
  • Service Withdrawal: Parcelforce Worldwide reserves the right to withdraw the firearms service if any clauses in the Terms and Conditions, including prohibitions and restrictions, are not met.
  • Dangerous Goods: Any items classified as firearms, as stated above, must be sent on expressAMF. Any other items classified as Dangerous Goods (DG) require separate DG authorisation and must be shipped separately from firearms.

  • You can create expressAMF and expressAMF Weekend shipments on Click & Drop in the same way as other shipments.
  • Please double-check that you have selected the correct product. The label should include the following:
  • A signature indicator
  • At the bottom of the label, the statements ‘Do not fly’ and ‘Address only’

Scheduled Collections

  • Existing customers: There are no changes to your current scheduled collection arrangements. If any changes occur, we will notify you in advance.
  • New customers: Scheduled collection arrangements will be confirmed as part of your onboarding process.

  • Create your label and shipment in Click & Drop:
  • Book your parcel in Click & Drop, selecting one of the new Firearms secure services and following all the steps to produce your shipping label and create the shipment.
  • You must complete your manifest – you will need to provide your manifest batch ID when requesting your Ad-hoc collection.
  • Please note: Click & Drop allows you to manifest multiple times per day – which is an enhancement from the WDM Online platform.

  • Attach the label securely to your parcel.
  • Complete the Ad-hoc Collection webform. https://www.parcelforce.com/sending-parcel/firearms-shipping-collection-process
  • All fields in the webform are mandatory for completion to ensure the Firearms Helpdesk can process and book your request.
  • Important: The cut-off time for next-day collection requests is 13:00. Collections are not permitted on Saturday, Sunday and Bank Holidays.
  • Please note: The email address you provide in the webform will be used to confirm your Ad-hoc collection booking.
  • Wait for confirmation:
  • The Firearms Helpdesk will process your request and email to confirm once your booking has been successfully processed.
  • If rejected, the Firearms Helpdesk will make contact with you to resolve any issues and reprocess the booking.

RETURNS

Important advisory for returns By issuing a returns label to your recipient, you accept full responsibility for the manner in which the item is returned. This includes ensuring the shipment complies with all applicable Parcelforce Worldwide Prohibitions and Restrictions, Terms and Conditions, and specific regulations relating to the carriage of firearms. The recipient must not drop off items at any Post Office or Parcelforce Worldwide depot. All return collections must be arranged through our ad-hoc collection process, which you, as the sender, are required to book on their behalf.

How to send a return:

  • The outbound address you usually enter should now be the returning address (account holder’s returning address).
  • Both the Sending Address and Return Address on the label should display the returning address (account holder).
  • Label Handling
  • Once the label is created, either:
  • Place it inside your outbound box with the item, or
  • Email it to the returnee so they can print and affix it to the returning parcel.
